First offenders of a DUI are mandated to use the ignition of a breathalyzer. How it works is the driver has to breathe into a device that looks like a TV remote and the car will not start until the driver breaths into the device. However, they believe that instead of having first time offenders use it, the offenders that have gotten more than one DUI or that have blown over the legal limit of .08. Centre County is also trying a different tactic to knock down the number of DUI offenders. Their program says that the defendents must spend 90 days in jail, time on house arrest, then released on probation, required to attend AA meetings, work or look for a job, recieve counseling, and meet with the judge and probation officer twice a month.

I purpose that the Department of Transportation should implement our law as follows; first offenders should spend at least 60 days in jail with counseling. After their first offense, they should spend up to 6 months in jail. However, if a life was taken away by the drunk driving, they should recieve maximum penalties. Once it reaches the third offense, the offenders should spend 6 years in jail and also mandate the use of the ignition of a breathalyzer, as well as attending AA meetings and meet with their probation officer twice a month. Effective by June 1, 2011.
V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
People who have been pulled over with their 5th DUI would not have been in that situation if the 6 years in jail and the breathalyzer in the car would have been used. Also, attending AA meetings would have helped drastically and if offenders aren't mandated to report to the meetings, then how would they have been cured. According to the article "Big Gain on Drunken Driving", after New Mexico passed the interlock law (breathalyzer in the car), drunken driving in the state dropped 33%. Without the use of interlocks or jail time, offenders won't learn their lesson and they'll keep getting DUIs.
